You social security card has nothing to do with the POE. You will go to apply for it at your local social security office.

If you first land in Houston, go through immigration there and then connect to another flight, Houston is your POE.

The very first airport you arrive at in the USA will be your POE. Sound like Houston for you.

If you are indeed entering the USA using an Immigrant Visa (as your profile suggests), and you applied ahead of time for your SSN, it will be mailed to the address on your immigration paperwork, unless you give them an updated mailing address at the POE.

If you don't receive your SSN within a month or so of entry, follow up with your local SS office in Dallas.
